Why a civil trafficking case can be put on hold

A.B. v. Salesforce, Inc. • S.D. Texas, No. 4:20-cv-01254 • Orders dated October 28, 2025 and April 2, 2026

The civil remedy and the criminal process can move on different tracks. Section 1595 also contains a rule that can require the civil track to pause.

Latest order reviewed: April 2, 2026, ECF 253, denied reconsideration of the stay. The selected free public sources are not a complete current docket; no later disposition is asserted.

The decision

In ECF 247, the district court considered whether the civil claims arose from the same occurrence as related Lacey criminal proceedings. It addressed the pendency of the criminal action at pages 3–5 and the connection between the proceedings at pages 5–8. At page 9, the court ordered a stay and administrative closure for statistical purposes until final adjudication of the relevant criminal action.

Administrative closure here did not decide the merits or dismiss the allegations as false. It was a docket-management consequence of the stay.

Reconsideration did not lift the stay

The April 2, 2026 order denied reconsideration and reiterated the mandatory character of the stay under the court’s application of §1595(b). It directed notice within 14 days after final adjudication of the related criminal action. See ECF 253, pages 1–2. Neither order establishes Salesforce’s civil liability.

Why it belongs in a structural-accountability library

A statute can authorize claims against alleged beneficiaries and still impose procedural constraints. Understanding that combination is more useful than treating every favorable ruling as a completed victory. The parallel Illinois stay in our G.G. reading guide provides a second example, not a promise that all cases will follow the same path.
